To my knowledge, there is NO open source software exists for this. I also do not know any such tool for any other OS other than Windows.

For windows, like e-Kalappai, one more proprietary software developed by New Horizon Media called NHM writer can be used to type Tamil in all the Windows applications.

This tool supports not only Unicode but almost 9 Tamil encodings. This tool is also provided free for use to all users.

In both these software (e-Kalappai and NHM writer) , the underlying engines are proprietary .

e-Kalappai creators paid for the bulk licenses of Tavulte Keyman and created the Anjal and Tamil99 keyboard maps and bundled and provided as e-Kalappai.

NHM writer is the own creation of  New Horizon Media and they created various keyboard maps in XML. In NHM writer, any advance user can create/change the XML maps.

But I am not clear about the NHM writer's re-distribution policy of these user created XML files or the writer itself.

There is an important tool "Azhagi" released by Mr. Viswanathan. With this tool, you can directly input Tamil and Hindi with in any application like MS Word etc.,

Previously there was 2 versions available. One was free and the other was paid. Now, Mr.Viswanathan has made the tool completely free.

Azhagi is the best phonetic transliteration tool I have ever used. (just to see how good it transliterates, type "good" and see... type and compare it with other tools you know)
